Innovative spillway designs and overtopping protection systems for dams are being developed throughout the world to provide cost effective safety modifications for existing dams. This report, Alternatives for Overtopping Protection for Dams, summarizes the results of an inventory and evaluation of pertinent projects in all stages from initial design through construction and operation. The information came from a literature search and a direct survey of the engineering community involved in dam safety modifications. In the area of spillway design, special emphasis is placed on the usage of labyrinth spillways and fuseplug embankments. Overtopping protection systems include roller-compacted concrete and precast concrete blocks for smaller dams, and cast-in-place reinforced concrete slabs for larger dams. In addition, a brief review of procedures to be used for assessment of the consequences of dam failure and the associated risks is presented for development of the design flood. This is followed by a discussion of innovative spillway designs and the state-of-the art in dam overtopping protection alternatives. Nonstructural alternatives such as revised reservoir operating requirements and downstream early warning systems are also addressed.
