This proceedings, National Water Resources Regulation - Where is the Environmental Pendulum Now?, presents papers from the Specialty Conference held in Washington, D.C. January 31 - February 1, 1994. The Conference grew out of concerns of many practitioners and policy makers that the United States is wasting society's resources in much of its environmental regulation. Many think priorities need to be reorganized. With this in mind, the authors were asked to offer specific suggestions for change and improvement at the statutory or regulatory level. Some of the issues addressed are: 1) Risk assessment to set priorities; 2) environmental protection of entire ecosystems; 3) health policies and risk assessment; 4) storm water planning; 5) regulation of nonpoint sources; and 6) restoration of wetland ecosystems. This proceedings helps to inform anyone involved with the current environmental laws and regulations of the problems and possible solutions concerning the regulation of water resources.
