The Highway Innovative Technology Evaluation Center (HITEC) serves as a clearinghouse for implementing highway innovation by providing nationally-focused, collaborative evaluations of new products and technologies. This report, Guidelines for Field Evaluation of Pothole Repairs, outlines the HITEC evaluation plan for Transpo Industries' BONDADETM, a spray-applied, water-based solution that binds pothole repair materials to the pavement surface. The evaluation is designed to determine the effectiveness of BONDADE in extending the service life of pothole repairs based on a comparison of the relative survival rates of repairs made with and without BONDADE in a two-year field experiment. While this evaluation plan was tailored to one product—as a service to public sector transportation officials—the report was expanded to provide a reference document that includes guidelines that can be adapted for use with other types of pothole repair products. Besides the evaluation plan, this manual also contains research and background material that explain how to set up a well-controlled field evaluation that includes different pothole repair techniques, mixtures, and service environments.
