These proceedings, Water Resources Engineering, contains papers that were presented at the First International Conference on Water Resources Engineering in San Antonio, Texas, August 14-18, 1995. Beginning in 1995, the annual conferences of the Hydraulic and Irrigation and Drainage Divisions have combined to become the International Water Resources Engineering Conference.
