With the increasing interest in the Design-Build project delivery system, the important question of""Who provides inspection services on the project?"" has become even more complex. On any given project, the architect-engineer, contractor, special consultant or project owner could be the administrator of construction Quality Assurance/Quality Control (QA/QC) programs. To clear up some of the confusion in the process as it exists today, this report explains the advantages and disadvantages of methods used to perform and administer various QA/QC programs for different types of construction.
